There is always a TCEQ certified water utility Operator “On Call” around the clock, 24/7.  In addition, we have written commitments from specialty vendors (e.g., construction, electrical and mechanical, chemical suppliers, etc.) to respond to our call in time of need.  We operate under strict security measures at all times – photo-identification badges for all personnel, cellular phones, and company logo-identified vehicles to make them readily identifiable in the neighborhood for both residents and local security personnel.

DON WHITE, Principal; General Manager

Don has 25 years experience (literally from the ground up) in all facets of water and
wastewater management and operation. He is an experienced backhoe and heavy
equipment operator, and is TCEQ certified in Water (Class B) and Wastewater
(Class B). Don is married and father of four.

ROGER VANHORN; Construction Manager

Roger has 15 years experience in all areas of utility construction and maintenance. He
is also an experienced operator of all types of construction equipment and is TCEQ-certified  in Water (Class C) and Wastewater (Class C). He is married and the father of three.

BARTON G. (Bart) DOWNUM, Operations Manager

Bart has over 20 years experience in all aspects of water and wastewater operations and management. He is also an experienced backhoe operator and TCEQ-certified in Water (Class B) and Wastewater (Class B) and holds a Customer Service Inspection endorsement from the TCEQ. Bart is the father of three.

BARBARA SEMANISIN, Customer Service Supervisor

Barbara has 23 years experience in customer service, utility billing, and collections
responsibilities. She is married and the mother of six.

D.J. WHITE, Administrative Services Manager, AR/AP

D.J. has 11 years experience in bank accounting, construction management,
administrative duties and accounts payable/receivable. She is married and the
mother of four.
